When you choose a apartment In a ROKMAN residential complex, you choose more than just the space inside the home. You choose a living environment: neighbors, common spaces, different rhythms, plus a set of rules that make things simple and predictable. And this predictability is felt in every detail: from the quietness in the block, to the unified appearance of the building, over the years.

You have freedom in your apartment and, at the same time, you are part of an ecosystem.

Your right to use: freedom with rules that protect the community

Property rights allows you to use both your own apartment and the common parts of the condominium, on equal terms with other tenants. At the same time, this right is exercised in compliance with the rules of coexistence, the Internal Order Regulation (ROI) and the decisions of the Owners Association. Basically, everything you do follows a simple logic: you live your life as you like, and the impact on others remains reasonable and civilized.

Rights exist, but they are exercised exclusively within the rules established by law, statutes and decisions of the Association.

Internal Order Regulations (ROI)

In ROKMAN assemblies, ROI appears from the design phase. EXCHANGED, just so you know from the beginning what living together in a shared space means. Then, the ROI becomes an integral part of the sale-purchase contract and is taken over by the Homeowners Association.

Think of ROI as a friendly manual for using common spaces and apartment living: it explains what you use, how you use it, and how you maintain a consistent standard.

The Internal Regulations (ROI) contain:

Rules for the use and maintenance of common property (staircase, hallways, technical spaces, parking lots, green spaces).

Rules of conduct in the condominium (noise levels, quiet periods, permitted activities).

Sanitation rules and waste management.

Rules for pets (access, hygiene, responsibilities).

Rules for balcony and facade (installations, visible elements, safety).

Security procedures (intercom, access, visitors, contractors, risk situations).

Common spaces: places where the quality of the community is immediately visible

Common spaces are the natural extension of your home: hallways, stairwells, elevators, parking lots, green spaces. When each tenant treats them with care, the whole remains clean, coherent and visually pleasing. This means, in fact, taking care of your investment and the quality of your daily life.

The Internal Order Regulations (ROI) also refer to:

Light traffic on access roads.

Order in technical areas and hallways.

Respect for green spaces and parking lots.

Pay attention to the safety of the building and neighbors.

Homeowners Association

The Owners Association can be established when there is a condominium with at least 3 units (apartments and/or spaces for other purposes) owned by at least 3 individuals or legal entities. In the case of residential complexes, the Association is established as soon as the minimum conditions are met, after the signing of the sale-purchase contracts.

At ROKMAN, the steps for establishment are initiated by the developer, at his own expense, usually at the same time as the signing of the contracts. The first general meeting is organized by ROKMAN, then the management is taken over by the representatives elected by the owners.

Your rights in the Association:

You participate in the General Assembly, vote and can be elected.

You receive information about the Association's activity and financial situation.

You understand how expenses are calculated and the contracts concluded.

You benefit from the maintenance, repair and operation of common parts.

Your obligations in the Association:

Monthly, full and timely payment of maintenance.

Contribution to common expenses (administration, cleaning, lighting, elevator, green spaces, parking lots, common facilities).

Compliance with the decisions of the General Assembly.

Respect for ROI and rules of coexistence.

Access to the apartment, with prior notice, for checking and maintaining common facilities.

Maintenance in a new block: personal consumption + common costs, with transparency

After moving in, maintenance includes personal utility consumption (water) and contribution for common areas (administration, cleaning, lighting, elevator, green spaces, parking, playground, where available). In Brașov, water and the fee for household garbage collection are paid to the Homeowners Association, on the maintenance list.

At ROKMAN, these expenses are presented from the pre-contract phase, by signing a management services contract (annex to the pre-contract), applicable after handover of the apartment, until the establishment of the Association and the election of a new administrator.

Working capital: financial security for service continuity

The working capital fund is the amount established for the current operation of the Association, especially in periods with gaps between expenses and receipts. It is established depending on the size of the association, needs and characteristics of the property. The fund is regularized over time and can be returned under certain conditions.

Pets: harmonious coexistence, with responsibility

If you have a pet, the house rules provide the framework for a balanced coexistence. The goal is simple: you enjoy your companion, and your neighbors enjoy a clean, safe, and civilized common space.

In practice, you can immediately feel the difference that a careful owner makes: cleanliness, control, respect for others.

Noise and quiet hours: good rhythm for you, good silence for others

Apartment life works very well when everyone respects their own rhythm, and silence remains a constant. In addition to ROI, there is also the legal framework for the silence program: 22:00–08:00 and 13:00–14:00. During these intervals, the community maintains a calm atmosphere, suitable for rest and working from home.

During the other intervals, more energetic activities are scheduled reasonably so that collective comfort remains constant.

The balcony and the facade: customization with respect for the image of the ensemble

ROKMAN emphasizes clear rules regarding the balcony and facade, because the unified appearance of the ensemble directly contributes to the value of the property over time. The elements visible from the outside (air conditioners, antennas, dryers, decorations) are managed in a way that preserves the building's safety and urban coherence.

The idea is simple: you enjoy your home, and the ensemble remains harmonious, clean and coherent.

  • Installations carried out according to procedures established in the community.
  • Visible elements aligned with the overall appearance.
  • Solutions that preserve the safety and aesthetics of the facade.
  • Early discussions with the administrator/Association for clarity.

Beyond regulations and laws, your rights and responsibilities as an owner actually define the natural balance between "mine" and "ours", preserving the comfort, safety, and image of the residential complex.

Enjoy a modern home and, at the same time, contribute to building a beautiful and stable community.
